A YOUNG GOVERNOR'S INHERITANCE

Cornelius Lochburn was born in Lochburn City in 1681, the son of Sir Thaddeus Lochburn, founder of the colony and its first governor. He grew up watching his father govern three young settlements still finding their footing, Lochburn City, Utopia, and Port Oxheller.

When Thaddeus died in 1705, Cornelius inherited both the governorship and a colony on the verge of internal crisis. Utopia and Port Oxheller, each convinced of its own claim to prominence, had begun to see his father's death as an opportunity rather than a loss.

SETTLING A COLONY'S RIVALRY

For seven years, Cornelius shuttled between Utopia and Port Oxheller, hosting councils and proposing shared arrangements, but neither town would yield an inch. Each side was convinced that any concession would hand the other a permanent advantage.

∟ An appeal to London

By 1712, Cornelius accepted that he could not settle the dispute alone and wrote to the Board of Trade and Plantations, which dispatched Lord Ashworth to investigate. Ashworth's report led Queen Anne to issue the decree naming Lochburn City the colony's political capital, while granting Port Oxheller sole rights over trade and Utopia sole rights over justice and religion.

Cornelius remained governor for more than three decades after the decree, overseeing a period of relative stability until his death in 1745, the compromise he had secured still holding.
