Lochburn County is one of the 12 counties of the utopian archipelago of Grand Utopia of America. Its county seat is Lochburn City. It was officially created in 1875, when Grand Utopia of America was established, marking a key milestone in the territorial organization of the archipelago.

Lochburn County is one of the three island counties of Grand Utopia of America, alongside Grand Dystopia County and Apache County, which form a unique maritime alliance based on trade and enhanced cooperation in the management of maritime resources. The entirely insular county of Lochburn has jurisdiction only up to a mile from its shores. Beyond this limit, government waters take over. The only border shared by Lochburn County is a maritime border with Aelford County; all other county boundaries are direct borders with waters under government jurisdiction.
